The aim of this album cover is to make her look innocent, in a long dress with flowers and petals, as if shes an innocent child who doesn't do anything wrong. Its like a contrast, because everyone knows that Madonna isn't innocent, but she looks it in the photograph.
the photographer has used a subtle tone of sepia to make it look soft. She also has a slight smerk on her face as if she knows its not true.

Celebration:
on the front of the cover she looks like Marilyn Monroe, who was one of her inspirations, also its very colorful and eye catching so it draw attention to her. It gives Madonna a different appearance and makes you want to look at it more than a black and white photo that most artists used to go for.
